I have a jailbroken iPhone SE on 9.3.3 but don't have saved any blobs.
is there any way to upgrade it to latest jailbreakable IOS?

Jailbroken with Pangu
No shsh blobs.

Nope. That would be iOS 12.2 for which you don't have blobs, so nope.
