The release has been made by Siguza on his blog a few hours ago in a beautifully written blog post about the bug itself, methods of exploitation and of course the history behind this bug, because as it turns out it's not exactly a new bug. Many security researchers have found it independently but Brandon Azad reported it to Apple and Apple got it patched in iOS 13.3.1 Beta 2.
