Depends, might be Electra Team, they are already ahead with the Substitute for A12.
They didnt say anything about above 12.2  :/ actually im still waiting on 12.2 but no news about that. Also i got tfp0 etc. about 12.2 but nobody say that i m working on it :/

I am currently on iOS 12.3.1 on my iPad Pro and can't downgrade to 12.2, is there any hope?

Downgrade to ios 12.3 while it’s still signed
