I was being silly and tried to install uncover over Electra I am on iOS 11.4.1 and was wondering if there was any way I can fix this as if I Mowbray jailbreak with Electra it auto bootable to safe mode a snow when I open cydia it comes up with just a blank screen

So, just to be on the same page here, your iPhone is booting fine, but Cydia is not loading?

If you can SSH, you can grab the file containing the tweaks list. Can you SSH?

If you can SSH, you can grab the file containing the tweaks list. Can you SSH? Should be able to just gotta reinstall Electra as the licence expired

What license do you mean? The certificate (7 days)?
Re-install Electra and try to SSH. If it works, we can run some scripts to fix it.
