As the title implies, Apple stopped signing 12.3, 12.3.1 and 12.3.2 (for iPhone 8 Plus) versions of iOS. That means it's now impossible to downgrade to these versions using iTunes nor saving the SHSH blobs for them, in case you're interested in futurerestore for a possible future jailbreak.
For that record, the now only version signed of iOS is 12.4
