In theory you can downgrade by setting the nonce and assuming the Baseband and sep is compatible....if it’s not it shouldn’t matter since you can jailbreak with checkra1n if it failes. The ipsw issue is an apple one. I’m angry I can get the ipsw for other firmwares on my 6s.
