I recently tried jailbreaking my phone with the newest unc0ver version and my phone is now stuck on the apple screen. I tried soft resetting it but it just gets stuck again. i am on an xs on 13.3.

You've probably boot-looped your device. You may have to factory reset it with iTunes. I am really not sure on how you would still keep your jailbreak.
