It's not currently possible to downgrade to iOS 12.1.1 because SEP and Baseband components are not downgradable and the new ones are incompatible.

SHSH work but SEP and Baseband have to be compatible. Currently to my knowledge you can downgrade/upgrade to iOS 13.0 to 13.3 on a11 down to a9 devices because the iOS 13.3.1 SEP and baseband are compatible. To do this you need the SEP Baseband and buildmanifest from iOS 13.3.1 and the SHSH blob to the version you want to downgrade/upgrade to and the ipsw file for the version you want to upgrade/downgrade to.
The last caveat I’d like to say to future proof this post is once iOS 13.3.1 is no longer signed no upgrades/downgrades will work with SHSH blobs because to my knowledge currently the iOS 13.4 beta SEP and Baseband are not compatible with iOS 13.3 and lower
