It seems like all unsigned versions of iOS are no longer available.  Can anyone confirm that?

iOS 6.1.3 for the iPhone 4s, iOS 10.3.3 for the iPhone 6 Plus, and iOS 7.0.2 for the iPod Touch 5 were all downloadable. Looks like it was a bug on Apple's Servers, Apple is taking down all previous firmwares, or although HIGHLY UNLIKELY, there's a possible Downgrade Party imminent.

Sucks!  Is it even possible to upgrade with checkra1n just using blobs or would you still need the ipsw file for whatever ios you want to go to?

right, but those are where I found that the unsigned firmware's can no longer be downloaded.

After doing further research on this, I found that SEP is not compatible for any iOS versions below 13.3, so I don't think it even matters if you have unsigned versions of iOS saved due to that.  Am I correct?
