Always stay on the lowest version possible.
I'd stay, iOS 13 is not a good choice for jailbreaking right now.

I’m pretty sure the iOS versions have the same bugs from iOS 12.3,12.3.1,12.4 and iOS 13. These tfp0 exploits aren’t being released until iOS 13 actually drops its golden master. It’s annoying but it’s best to wait patiently. Im on iOS 12.3.1 and it has some quite annoying things that happen,but, a couple more months and we should be jail broken.
Guys check Pwn20wnd twitter he has some great news about the IOS versions 12.1.3-12.2. He managed to verify Cydia Substrate is fully functional!
