You could try 3utools. The option to do this is under Flash & JB > Advanced. You would need to first "Backup SHSH from Apple". It worked for me, on an iphone SE. It gave me a single .plist file, sized 28kB, while the conan site gave me 5 files, each sized 65kB, zipped up in a folder sized 58kB. If I recall correctly it was the .plist format I had several years ago which I used to switch up and back ios versions on my 3GS.
In any case I would go ahead and try it while 13.3 is still being signed, because you can only get the shsh blobs while Apple is still signing your particular ios version. Best of luck.
