I jailbroke my iPhone XR as normal, installed 1 tweak which was five icondock. Restarted my phone, and now its stuck in a black dimly lit screen. I think its possibly bootlooped?

It's not. There is a 10 seconds sleep (or more) that causes this. If the device panics it gets stuck for a while. It will likely be addressed. It should come back to live.

I've been sitting here for about 20 minutes, with my phone stuck like this :\

press the volume up then volume down and hold the power button for like 20 sec. It worked for me. You need to press the buttons quickly back to back.

Yep, doing a hard reset could work.
