Is it possible to save 13.3 blobs for A13 devices on iOS 13.3?

as far as i know, it’s only possible to save blobs for the jailbroken device

Yeah sorry you were a little late for the 13.3 blobs.
You can only save blobs for the currently signed software.

Well it was able to save blobs without JB , and unc0ver came out when 13.3 stop signed.

That's the thing with jailbreaking.
If you know about blobs and remember to save them even if you don't need them or you don't know and it's too late till there is a jailbreak for the version your on.
The other thing is "do i update or wait and see if there will be a jailbreak."
